(1) If deemed necessary for the sake of public safety and peace and order, the Government of Nepal may do the following by an order published in the Nepal Gazette:-
(a) To cancel or suspend all or any license or certificate granted in accordance with this Act or the prevailing law, if any conditions are prescribed by the Government of Nepal in that order, and if no conditions are prescribed, without any conditions,
(b) To prohibit the flying of all or any category of aircraft over Nepal or any part of it, if the Government of Nepal considers it necessary in that order, in accordance with the same condition, and if any condition is specified, to prohibit it unconditionally, or to arrange it according to other methods specified in the same order, br>
(c) to prohibit or regulate, with or without any conditions, the maintenance and use of an airport, aircraft factory, aircraft school or club or any other type of place where aircraft are made or repaired or kept;
(d) any aircraft or any class of aircraft or any airport aircraft factory, flying school or club or any other place where aircraft are made, repaired or kept, including any equipment, plant or other materials used for the operation, manufacture, repair or maintenance of the aircraft, immediately or In the same order, within the time specified in the order, the Nepalese government can use the items handed over to the designated authorities in accordance with the prescribed manner.
(2) If an order issued under clause (c) or (d) of sub-section (1) causes any direct loss or damage to any person, the amount of compensation determined by the official appointed by the Government of Nepal for that purpose shall be given to him for such loss or damage.
(3) The Government of Nepal may take or cause to be taken such steps as it deems necessary to comply with any order issued under sub-section (1).
(4) If any person does not comply with the order issued under sub-section (1) or if he commits any act in violation of such order, he shall be punished with imprisonment for a term which may extend to three years or with a fine which may extend to five thousand rupees or with both.
